[Times of Zambia]LABOUR Minister Fackson Shamenda is not under any legal obligation to consult the Zambia Federation of Employers (ZFE) before passing a law to increase minimum wages for general, domestic and shop workers, acting labour commissioner Chinyata Chikula has told the court.
