The case for State Capitalism in Zambia: Dr. Mbewe is an advocate for the motion because of what he calls “the culture of the Zambians (always looking out to somebody or supernatural force to solve the problems); the lack of a significant level of middle class – the driving force in a capitalist economy; the need for a custodian of our (natural) resources and the building and maintenance of infrastructure that can promote individual enterpreneurship, among others. Taking into consideration these factors, it is necessary to have an institution that would take up these roles. Only the govt can do that. But this cannot be forever, as the situation improves and society becomes more rich and mature, the role of the govt in the economy is reduced. This should take an average of 20 years to implement.”
